Board of Directors

Our board represents a cross-section of our community and has a passion for our organization and those we serve. The Board works hard to ensure long-term sustainability of the organization and oversee that the funds raised directly affect those in need.

  • Dr. Tammira Lucas - President
    Dr. Tammira Lucas - President

    Tammira is the founder and CEO of The Cube Cowork, co-founder of Moms As Entrepreneurs, and formerly the Executive Director of The Warnock Foundation. Dr. Lucas is also a professor at Coppin State University. She has dedicated her life and work on building communities through leadership, innovation, education and entrepreneurship.

  • Patrice Lee - Vice President
    Patrice Lee - Vice President

    As the Global Education Sales Strategist for Dassault Systemes, Patrice understands the importance of education and learning opportunities. In addition to this role, Patrice is a small business owner as well as an active volunteer, fundraiser, and leader in the Baltimore community. Her background and experience align closely with SFNC's mission, making her an excellent addition to this board.

  • Judith Schagrin - Secretary
    Judith Schagrin - Secretary

    Judith is a licensed certified clinical social worker with a passion for public child welfare, retiring from Baltimore County DSS as director of the foster care and adoptions program. She now works for the Baltimore City DSS as a public policy analyst and teaches at the UM School of Social Work. She has worshipped for 30 years at Beth Am Synagogue in Reservoir Hill.

  • Kevin Apperson
    Kevin Apperson

    Kevin Apperson is CIO of Maxim Healthcare Services. Kevin was the longtime President of the Board of Directors for SFNC and is active in our Reservoir Hill local community. He is also a board member of the D.C. CIO Executive Board, Greater Baltimore Cultural Alliance (GBCA) & UMD Department of Humanities.

  • Senator Barbara Robinson
    Senator Barbara Robinson

    Barbara was elected to the House of Delegates in 2006. After spending 10 years as a State Delegate, she was appointed by the Governor to a seat in the MD State Senate where she served for 2 years. Barbara is affiliated with more than 50 organizations!

  • Fred Hiser
    Fred Hiser

    Fred came to Baltimore in 1982 after receiving his Master’s Degree in Architecture. Fred is employed by Whitman Requardt & Associates as a Vice President. He has been on the St. Francis Neighborhood Center Board for nine years and co-chairs the Facilities Committee of the Board.

    Helen Hiser

    Helen Hiser has been president of Hiser + Kopits Hiser Architects for over twenty-five years. She co-chairs the Facilities Committee of the Board.

  • Inge'Marie Harris
    Inge'Marie Harris

    Inge’Marie is a parent of four kids in the Center programs and has been active with SFNC for over ten years. She states that the Center helped her achieve most of her goals due to our support. She is a Program Specialist for Transitional Care and Coordinated Care Center at University of Maryland Medical Center.

    Jerrell Bratcher

    Jerrell works in the Principal Gifts Fundraising at Johns Hopkins University and is also the Director of Marketing and Outreach at Central Church of Christ. He has over 15 years experience in fundraising, development, civic & community engagement, advancing the mission of nonprofit organizations.

  • John Enoch
    John Enoch

    John Enoch is the VP of Sales for ACC Telecom in Columbia, MD. He has been a proud member of the SFNC Board for over two years but has deep roots with St. Francis Neighborhood Center going back to his teenage years.

  • Susan Frazier
    Susan Frazier

    Susan is the Life Income Gift Manager for Johns Hopkins University & Medicine. She is active in her church and has served on other non-profit boards and worked on many committees for development, fundraising and event planning.

  • Shay Patterson
    Shay Patterson

    With years of experience in the financial services industry, Shay Patterson has built a reputation for delivering innovative solutions and personalized guidance to clients. Beyond the workplace, she’s deeply committed to community engagement, frequently volunteering to lead workshops and initiatives that promote financial education and economic empowerment.
